The root of the chord is always the easiest to find because its name is in the name of the chord!
The root of a Db 7 Flat Nine chord is Db
The third of a Db 7 Flat Nine chord is F. The third is up four half-steps from the Root.
The minor seventh of a Db 7 Flat Nine chord is Cb. The minor seventh is down two half-steps from the Root.
The flat ninth of a Db 7 Flat Nine chord is D. The flat ninth is the same as a minor second, only up an octave. It's easy to find because it's the next note to the right from the root.
