The root of a C Minor 7 Flat Nine chord is C
The minor third of a C Minor 7 Flat Nine chord is Eb. The minor third is up three half-steps from the Root.
The minor seventh of a C Minor 7 Flat Nine chord is Bb. The minor seventh is down two half-steps from the Root.
The flat ninth of a C Minor 7 Flat Nine chord is Db. The flat ninth is the same as a minor second, only up an octave. It's easy to find because it's the next note to the right from the root.
